The internet cables are lay down from the towers to the extent you can go.
The internet comes to you passes from three types of companies:-
1.Tier-1 company- This company has laid its cables across the oceans all over the world.
So, Internet is basically free.But How?
This tier-1 company has connected all the countries in the world through its fiber optic cable(Submarine Cables).So,the company had only wire cost and its maintenance cost.

The Tier-1 company in India is TATA communications.There are landing points in India as you can see in above photo.If you Visit a site whose server is out of India, it will travel from that landing point to the server where it is located.The most of the traffic travels from Mumbai,so there are more cables in the Mumbai and then Chennai side.
In India Reliance Jio has laid its own optic fiber cable in Asia-Africa-Europe so they do not have to pay any cost.
But these cables has a life of 25 years and they need a maintenance after a certain time period.
Now Tier-2 companies buy data for per GB from Tier-1 companies and then they provide to us but before coming to us there Tier-3 companies also come which work in a local area like Hathway etc.So,Tier-3 buys from Tier-2 and they from Tier-1.
In India Reliance Jio worked for 5 years to lay down fiber optic cable in India so that we can get good speeds.If you open any website that server is outside India so it travels from submarine cables to the server where it is situated and if you open a website whose server is in India it takes less time to open.If you proxy it takes time because in proxy speed become less.
In India there is NIXI(National Internet Exchange Of India) it shows that how much exchange data is going from different states.Sometimes Submarine cables do not work so there are backups for this. Suppose the data which has to send from Mumbai will be transfer to another landing point, but yes it is possible that it will take little more time.
